One thousand dollars per camera will purchase a fairly decent camera system although getting an excellent surveillance set up will cost more especially when you have commercial RAID drives which are by the way different in quality than what you get from a big box store. Industrial grade drives cost more and they are worth it. Buying cameras from a big box store is like buying sushi from a grocery store. You still get raw fish although the quality tends to be different and it is not a fresh in most cases and the good deal often turns out to be a bad situation.
A Salient NVR system with Axis cameras will run more money although what you get is very different from purchasing a 6 camera system for $1,500 dollars at a big box store or trying to put your own NVR together on a computer using drives from a local computer store.
